What it is
PrestaShop is open-source ecommerce. You host it, you own the database, and there is no platform taking a percentage of your sales or deciding which payment processor you are allowed to use. For a merchant with real volume, that last point is the difference between a negotiable rate and a fixed one.
The trade is responsibility. Hosting, updates, security patching and PCI posture are yours. Done well that is cheaper and more flexible than a hosted platform; done badly it is an unpatched store with a card-skimming script in the checkout, which we have seen.
We place it where merchants have outgrown a hosted platform's payment restrictions, need B2B or multi-store behaviour a hosted platform will not do, or simply want their catalogue and customer data in a database they control.

Established online merchants with volume who want processor choice and full control of their catalogue and data.
Probably not ideal for
New or small stores. Use a hosted platform until the revenue justifies the maintenance burden — and we will tell you when that is.
